Gov drag,) not only hafta stretch your bean a tad, you get to cogitate
on Real Stuff Going Down Now enabling you to write LETTERS TO THE EDITORS
next week and get published!
Now, CALIFORNIA is in DEEP DO-DO meaning the people here are suffering bigtime! Absolute God's truth: there's no state more expensive to live in than the GOLDEN WEST! No place with LESS PERQS if you don't count palmtrees and bright light 24/7. Ferinstance. If you drive even the rustiest of clunkers, they charge you 150$ a year for car registration. Newer cars get clipped up to a grand a year and even double. Your car insurance if you drive very carefully is another grand a year and that's just minimum liability, zip coverage but real necessary if you own property cuz there are freeway gypsies who know how to separate you from your house in a Hollywood minute. So be smart. Avoid property. Put your money in Chinese mutuals? The rent for a studio apartment is still a hefty twelve grand a year --even in criminally lousy areas over in the city's less toney East or South Side. (A slumlord property owner once told me, 'I can get the same rents in Watts as Beverly Hills but properties down there cost a tenth so the smart money invests in apartment buildings in the most marginal areas of the city" translating to high profits for being a slumlord.) Rents on the polite side of town where the yuppie starlets live will kill you. $1500 for a studio. Turning most of these gals into fodder for sugar daddies. But don't forget utilities. The average home owner spends a grand a month on phones, servers, cable, heating, natural gas, electricity for airconditioning --so add that into your personal budget computation --that is--if you think you're going to join us here. Last of all ---minor necessities like eating is a bit of a bother when big, glossy chain supermarkets offer apples at 2$ a pound. (Big ethnic markets have 'em at 50c but try parking a SUV in their lot!) It takes a map to survive in a jungle like this. Just try living in an overpriced overcrowded city, try finding a job, try breathing the misery of yellow cloud heavy metals they call air and try doing all that in the middle of the Great Recession. The Jobless zone. Nineteen Twenty nine all over again. It takes MAP MAKING. (See 'how to live frugally in the big city, a webpage)
After two solid decades of Banksters, Wall Street czars and Corporative America sucking the juice from the common man who invests foolishly in these gigacorps ---(INSIDERS harvest 150 million dollar a year salaries for CEOS, lobbyists and payments to pols and also their legal system flunkies, -- we see a predictable attrition & starvation looming in all other sectors across the board. The Economy was lurching off balance in 2008, toward the edge of a predictable cliff. The inclusive, balanced meal that society set on the table and scheduled for the middle class but also for the mini marginal and totally marginal, the semi and multiple-y disenfranchised --- has in a single two-decade lurch, been stripped from the table. (SEE actuarial tricks they use to do this by clicking just above on the words MINI MARGINAL! ) Stacking the numbers is scary but here's what's more alarming: remember, the SUN SETS HERE FIRST. As it goes in the Golden West, so goes it soon in your city. NOW, the ARMY CORPS OF ENGINEERS are building BASES across LOS ANGELES, seeking to do it in LAS VEGAS...RELOCATION camps for you and your kids before CONCENTRATION CAMPS. So, focus your peepers on these events, numbers, statistics: California last week passed a budget for fiscal year 2010-2011 that included more severe austerity measures against the poor and working class than have ever been seen in the history of entitlements. As a senior with 540 disability check and social security check of 320$ a month, I DO NOT QUALIFY FOR FOOD STAMPS. WOULD YOU??? OVER BUDGET at 860$ a month total income? YEP! In CALIFORNIA I AM.
We read in newspapers about Europeans picketing their governments, how violent crowds scream wildly in Paris and Greece. Ya ain't seen nothin' yet in Amur-ika. When the reality of these cuts sink in, expect massive hysteria in the Bear Republic coming soon to a theatre near YOU. The removal of 'social benefits' is always what occasions 'CITIZENS GOING WILD.' Hold your breath cuz one of those mass frenzies has got to appear in California soon and we don't just call it a TEAPARTY as they do in New England. And when it comes to your state, you won't either.
GOVERNATOR 'Ahnold' Schwarzenegger has personally implemented massive spending cuts by exercising his line item veto power. His new budget includes approximately $7.8 billion in spending cuts. Here's the breakdown:
$3.8 billion in reduced and deferred payments to K-12 education and community colleges. This is despite claims by the governor's office that the latest budget protects public education. Over the past two years, over $17 billion has been cut from public education in California, and more than 30,000 public school teachers and support staff have lost their jobs. Schools are gonna be really shabby. Means folks what gots the means gonna switch their kids to private schools.
$1.6 billion in payroll and benefit reductions for state employees. State workers have already suffered from mass layoffs and an effective 15 percent cut in pay over the past 15 months from unpaid furlough days. However these people are fat cats so don't cry for them Argentina.
Here's a worse sector to stick it to. Career criminals. BIZARRE BUDGET CUT: "GET SICK GO BACK TO A LIFE OF CRIME". An $800 million reduction in prison medical care. To compensate for this loss, the governor has promised to release low risk inmates in need of medical attention. How the inmates will receive medical care outside of prison walls was not specified by the governor's office. So if bologna sandwiches in jail have given you diabetes and high blood pressure, you will soon be back on the street even if rape and burglary was your thing.
$300 million in reductions to the In-Home Support Services program, which provides funding for residents to care for sick and disabled family members. The cuts will come by imposing a 3.6 percent reduction in caregiver hours and reducing caseloads. Crippled kids in special schools, can you say 'adios?'
WELFARE SHMELFARE! $256 million (yessir, that's a quarter billion, folks) from “Stage 3” of the CalWORKS welfare-to-work program, is going going GONE!. This is what provides subsidized child care. Meaning mommies can work or study for eventual work The reductions will go into effect on November 1, 2010. The W2W program already has mothers latchkeying their kids while they clean freeways allowing the state to fire union employees. WOnder what happens when no more freeway cleaning, just a starving mom and her babies living on a streetcorner. How much leaner can it get?
$200 million from the state’s MediCal program, which provides medical insurance to low income residents. The reductions will be achieved through decreased enrollment. That's where the intake workers are trained to do triage, find the outrageously needy and distinguish them from the only mildly needy. The state already took eyeglasses & dentistry away from poor adults, how much tighter can things get?
$133 million from mental health services for special education students. Born crazy? Stay crazy in The Golden West. Tomorrow's serial killer, rapist, violent criminal is not going to get preventative health so rethink your even LIVING here!
Nearly $60 million from AIDS treatment and prevention programs. Didn't you read in the manual? It's a SEX DISEASE folks. STD! Ya think we're gonna subsidize your jollies? THINK AGAIN!
Additional cuts were made to community health clinics, community-based services for senior citizens, prostate cancer treatment programs and substance abuse services. The poor, sick and old are advised to stay home and watch TV ( What's left of it, after the big CABLE COMPANIES stripped the airwaves of anything watchable) and keep your mind off your troubles. If you think you were sent out to die on the ice just think of Rwanda, Congo where family members all live within a few yards of one another and old folks watch the hut and the grandkids and babies get loving grandpa care 24/7 for f ree
Reflecting on American Hut Cuts to child care services and CalWORKS, Nancy Berlin, director of California Partnership, a statewide coalition of advocates for the poor, said: “These people have no place else to go. We’re telling them, [welfare recipients] to go out and work, and we’re going to make it harder to do that by taking their child care away from them.” Cuz basically, here in America, we have no resident grandparents. They live in another town entirely but maybe this recession will give us some! It's an ill wind, right?
The California budget has long relied on pie in the sky, overly rosy revenue estimates. We're talking about a felonious, anticipated $5.8 billion in assistance from the federal government — assistance that is unlikely to ever materialize. The Obama administration has ruled out any aid to help states close their budget gaps despite offering trillions to bail out the banks. So get real California, Nobody's bailing your bloated ass out!
Given these realistic projections, (see pie charts below) it is almost certain that massive deficits will reoccur in the next fiscal year. Both the Republican and Democratic candidates for governor—Meg Whitman and Jerry Brown—have pledged to carry out the cuts necessary to balance the budget. Well they better take razor blades with 'em to Sacramento. Cuz the blood letting is going to have to continue.
LIARS IN THE CAPITAL. This budget exposes TRUTHS AND LIES (wasn't that a Governator movie, like his best ever?) --that regardless of how deep and broad the cuts, public education would be spared. The Gubernator has claimed that the Proposition 98 funding guarantee has been left untouched. The proposition, which was passed by voters in 1998, allocates a minimum level of funding in years of weak economic growth based on previous years’ funding, along with adjustments for increased school enrollment. SOme double talk malarky like that. Well, PROP 98 is a figment of some kind. Nobody ever heard of it doing ANYTHING.
In terms of absolute spending, the governor's claim is partially true,
as spending on Proposition
98 for the current year's budget is approximately $49.6 billion,
which represents an increase of $115 million over the previous year. According
to the state legislative analyst's office, however, the minimum funding
guarantee should actually be $53.8 billion, due to increases in student
enrollment. In other words, the current budget spends less on a
per-child basis than ever before in history.
In addition, the budget also does not include a “settle up” obligation of $1.8 billion, which was the amount of funding still owed to public schools under the Proposition 98 guarantee, and which wasn't paid out during the 2009-2010 fiscal year. So the Great State is officially DUMBING DOWN ITS KIDS, not deliberately any more, as before... but now for FISCAL REASONS!
NOW YOU SEE IT NOW YOU DON'T. The budget also includes massive cuts in state worker pensions, which the governor demanded as a precondition for passage. You slave all your life for the State, you're assured of this huge pension and zippo, ARNALDO THE GREAT waves his hankie and it's gone. In a press conference in Fresno delivered after the budget passed, the governor called state worker pensions, “the silent thief of our treasury, robbing other programs” referring to education and health care. WHO IS THE SILENT THIEF ARNOLD? The Service Employees International Union (SEIU) the largest state employee union, played an indispensible role in facilitating the cuts. TurnCoat Unions. (Be a great name for a Rock band). The agreement reached with the union includes a one time 3 percent wage increase. In exchange for this very modest rise in salary, workers will see their pension contributions increase by 3 percent on a yearly basis, along with a five-year increase in the minimum retirement age. In the most brazenly cynical fashion, the union claims that the agreement protects the membership from additional unpaid furlough days. However, it includes, according to the union summary, a provision for “12 personal leave days in exchange for a one-time, 12 month, 4.62 percent decrease in pay.” This statement comes only a few paragraphs down from the claim that the contract includes a 3 percent pay increase. We've got a terminator governor, terminator seeds and terminator unions. They're all showing up as retroviruses killing their hosts. Phony Baloney. What happened to UNIONS WITH TEETH?
A 4.62 percent decrease in pay is equivalent to about one day per month.In other words, this agreement amounts to a one-day per month unpaid furlough—under the guise of a “personal day”!
The contract also includes a provision to calculate pensions based on the last three years of employment, rather than an employee's highest paid year of employment. This measure was absolutely crucial from the standpoint of the ruling elite as it insures that as more wage cuts and unpaid furloughs are made to state workers, the state will therefore be able to pay the newly retired the most miserly pensions possible.
What this 8 billion dollars taken out of the backs of the poor, aged, infirm, crippled is MAKING UP FOR is MYSTERIOUS, massive spending elsewhere. California doesn't buy bombs, jet airplanes. Where is it dumping its money? PELOSI's HUSBAND got a lot of it. This is a well known fact.
So, If you were KING of KALIFORNIA, what would you STOP SPENDING ON?

OK, you're King of Kalifornia. (Planning to be Budget King in
YOUR STATE) What do you make of all this? Big cash grabs are from liquor,
smokes and taxing insurance all of which is passed on to the little guy?
How can we shake down somebody RICH? And Where the HELL is the big, fat
LOTTERY. No pie chart mentions this WHITE ELEPHANT OF A FUNDING GIANT
at all. Another question: Does 12 billion in corporate taxes seem a tad
lean to you? Couldn't we see a pie chart of just the beefy corporations?
Their earnings, their taxability? Next, let's carefully Investigate what
'OTHER' is. The word 'Other' keeps appearing on every pie graph. WHO IS
OTHER? Where does OTHER HIDE? I don't recollect meeting 'Other' anywhere
ever. Last, All those truly needy people with their hands out? The jobless,
diseased, newly arrived immigrants, the cripples, the infants, the aged,
infirm and the total lunatics? Why can't we just walk them out onto the
ice? Oh, we have? Uh-huh. And file this under the Last shall be First Department:
Why aren't COLLEGE STUDENTS on some big, fat 'git' list? Students are the
future, nay? Why don't we do anything for college STUDENTS? It took straight
A's for them to get there. They are the cream of the cream, yet no perqs,
arm up or rewards for them? And who's the baker who made these pie charts,
anyway? Some state employee with a six figure salary who translates reality
into little colored graphs without giving us a single solution? FIRE HIM,
he's useless! Cuz this thing didn't tell us much of anything! JUDGES and
lawyers make a quarter million a year for which reason no plaintiff who
sues city or state can ever win. And we gotta walk little latchkey colored
girls in the barrio out onto the ice before they're three to give them
that quarter million a year salary? We gotta Lock infants of jobless women
cleaning freeways in slum apartments with a hoax
tv arial they can't even move to tune in Sesame Street which is
going off the air anyway as our local, Public TV station can't afford to
buy PBS shows any more? I mean seriously, folks, our gov is showing up
with brain damage! If you were KING here, you could do it better!

Rage and fulminate on the local editorial page. Get tuned in. And as California
sinks beneath the waves like a Titanic underscoring the futility of hubris
